I don't get it. What is wrong about it?
I see this guy almost every day riding his bike with these two dogs tethered together running like blazes. It seems he is lazy and making those dogs run on a hot humid day like today is mean to those dogs. Just speaking up for an animal that can't talk, it just looks to me like something you just don't do with a dog.
Oh, if the weather is hot, yes, I agree that's wrong. But otherwise that's a good way to exercise an active dog. I see that around here on back roads. With some dogs it's cruel NOT to exercise them.
Kris, I had a dog once that was the breed in your picture. They are by far the hyperest of canines I've experienced and if they don't get exercised til they drop, they are a night mare no matter how well trained they are. As far as the heat and humidity part of it, I completely agree. The guy should either do the exercising super early in the morning or when things cool off at night. Just had to add my two cents.
